ESTONIA

Estonia is a small Baltic country in Northern Europe, bordered by Latvia to the south and Russia to the east, with a northern coastline along the Gulf of Finland. It was occupied successively by Denmark, Sweden, and Russia before becoming part of the Soviet Union in 1940, regaining independence in 1991, and has since developed one of the most digitally advanced public administrations in the world, offering nearly all government services online and pioneering the concept of e-residency for foreign nationals.
