Nauru, one of the world’s smallest nations, is preparing to relaunch a Citizenship by Investment (CBI) program—the Nauru Economic and Climate Resilience Citizenship Program.

Set to be the most affordable CBI option globally, behind Vanuatu, the program aims to attract investors with a minimum investment of $105,000 for a single applicant or $110,000 for a family of four. With all additional costs factored in, these amounts rise to $172,305 and $193,970, respectively, making it an appealing option for those looking to secure citizenship at a lower price point than other CBI programs.

Applications are expected to be processed within just four months—a rapid turnaround compared to many other citizenship programs worldwide.

There are some drawbacks to consider. Nauru’s passport ranks low on global indexes, offering visa-free access to only 91 countries and excluding key regions like the European Schengen zone. The passport’s limited reach may make it less attractive to investors seeking broader mobility or business advantages. While the program’s affordability and quick processing are major selling points, its relatively weak passport and the absence of established tourism or business infrastructure may limit its appeal.

Nauru’s history with citizenship programs is not without controversy. The country previously operated an Economic Citizenship Program, but it was shut down in 2002 following international concerns, particularly from the United States, about its due diligence practices. The new program is expected to include stronger oversight and checks, learning from the successes and challenges of similar initiatives in the Caribbean.

Nauru’s program may appeal to those prioritizing affordability and speed over global mobility, but prospective investors should carefully weigh their options.
